Senator Pearce  moved and asked unanimous consent that the                     
Finance Committee Substitute offered on page 1641 be adopted.                  
Senator Duncan objected, then withdrew his objection.  There being             
no further objections, CS FOR SENATE BILL NO. 7(FIN) "An Act                   
relating to grants for school construction, to reimbursement of school         
construction debt, and to school construction bonds issued by the              
Alaska Municipal Bond Bank Authority; and providing for an                     
effective date" was adopted.                                                   
                                                                               
CS FOR SENATE BILL NO. 7(FIN) was read the second time.                        
                                                                               
Senator Adams offered Amendment No. 1 :                                         
                                                                               
	Page 3, after line 21:                                                        
                                                                               
	Insert a new subsection to read:                                              
		"(d)  The commissioner  may not select a                                     
person to serve on the bond reimbursement and                                 
grant review committee if that person has been                                 
employed, including employment by contract, by a                               
district in connection with a grant project submitted                          
to the department under AS 14.11.011(a) and the                                
employment occurred within the past three years."                              
	                                                                              
Senator Adams moved for the adoption of Amendment No. 1.                       
Senator Kelly objected.  Senator Adams moved and asked unanimous               
consent that Amendment No. 1 be withdrawn.  Without objection, it              
was so ordered.

Senator Ellis moved for the adoption of Amendment No. 3.  Senator              
Miller objected.                                                               
                                                                               
Senator Ellis called the Senate.  The call was satisfied.
