Senator Duncan objected, then withdrew his objection. There being no further objections, CS FOR SENATE BILL NO. 7(FIN) "An Act relating to grants for school construction, to reimbursement of school construction debt, and to school construction bonds issued by the Alaska Municipal Bond Bank Authority; and providing for an effective date" was adopted. CS FOR SENATE BILL NO. 7(FIN) was read the second time. Senator Adams offered Amendment No. 1 : Page 3, after line 21: Insert a new subsection to read: "(d) The commissioner may not select a person to serve on the bond reimbursement and grant review committee if that person has been employed, including employment by contract, by a district in connection with a grant project submitted to the department under AS 14.11.011(a) and the employment occurred within the past three years." Senator Adams moved for the adoption of Amendment No. 1. Senator Kelly objected. Senator Adams moved and asked unanimous consent that Amendment No. 1 be withdrawn. Without objection, it was so ordered. Senator Miller objected. Senator Ellis called the Senate. The call was satisfied. The question being: "Shall Amendment No. 3 be adopted?" The roll was taken with the following result: CSSB 7(FIN) Second Reading Amendment No. 3 YEAS: 11 NAYS: 9 EXCUSED: 0 ABSENT: 0 Yeas: Adams, Donley, Duncan, Ellis, Halford, Kerttula, Lincoln, Little, Phillips, Salo, Zharoff Nays: Frank, Jacko, Kelly, Leman, Miller, Pearce, Rieger, Sharp, Taylor Halford changed from "Nay" to "Yea". and so, Amendment No. 3 was adopted. Senator Ellis lifted the call on the Senate.
